TTS engine does not reinitiate if startup is called after shutdown.

Being a good android citizen i shut the TTS service down when my app is paused. However the TTS engine fails to initiate again when the app is resumed and i call "startup" on the plugin.

I am also getting this problem. The TTS engine will only fire a TTS.STARTED (2) event once.
