Summary

Cherry-picks #81 from aclmain into release/3.0 after the September
promotion in #83.

  • Adds the containerd2 and runc RPM definitions used by ACL image builds.
  • Includes the containerd SELinux relabel fix.
  • Registers both packages in acl/packages.yaml.

Validation

Four consecutive post-change nightlies completed their enforcing stages.

scenarios failed in eight earlier release Automatic runs before this candidate,
so they are not candidate-specific.

Cherry-picks the merged aclmain change from PR #81 into release/3.0.
