fix(c_sharp): update OpenVINO EP package reference to Intel.ML.OnnxRuntime.OpenVino

Summary

The OpenVINO YOLOv3 C# sample project (\c_sharp/OpenVINO_EP/yolov3_object_detection/yolov3_object_detection.csproj) references a non-existent package \Microsoft.ML.OnnxRuntime.OpenVino, causing \dotnet restore\ to fail with error \NU1101: Unable to find package Microsoft.ML.OnnxRuntime.OpenVino. No packages exist with this id in source(s): nuget.org.

Root Cause

The official NuGet package for ONNX Runtime with OpenVINO is published under the package ID \Intel.ML.OnnxRuntime.OpenVino. The sample project and README incorrectly specified \Microsoft.ML.OnnxRuntime.OpenVino.

Changes

• Updated \yolov3_object_detection.csproj\ package reference from \Microsoft.ML.OnnxRuntime.OpenVino\ to \Intel.ML.OnnxRuntime.OpenVino\ (version \1.20.0, matching \Microsoft.ML.OnnxRuntime.Managed).
• Updated \README.md\ installation instructions to reference \Intel.ML.OnnxRuntime.OpenVino.

Tests

• Verified reproduction failure: \dotnet restore\ failed with \error NU1101: Unable to find package Microsoft.ML.OnnxRuntime.OpenVino.
• Verified fix: \dotnet restore\ succeeded and resolved dependencies from nuget.org in 16s.
• Verified build: \dotnet build --no-incremental\ compiled with 0 errors (\yolov3_object_detection.dll\ generated).
• Ran \git diff --check\ (clean).

Validation

• Verified with .NET SDK 8.0.425 on Windows x64.
