docs(js/ort-whisper): add olive installation instructions and fix broken Olive link

Summary

This PR updates \js/ort-whisper/README.md\ under ### Create an ONNX Model\ to address setup failures:

• Prerequisite installation: Adds \pip install olive-ai[cpu]\ and \pip install -r requirements.txt\ so users do not hit \ModuleNotFoundError: No module named 'olive'.
• Fix broken link: Updates the Olive Whisper example URL to the permanent release tag \https://github.com/microsoft/Olive/tree/v0.6.0/examples/whisper\ (Olive removed BeamSearchOp and archived \examples/whisper\ after v0.6.0).
• Clarified destination: Explicitly specifies moving \models/whisper_cpu_int8_0_model.onnx\ into \js/ort-whisper/.

Verification

• Confirmed the tag link matches the Olive v0.6.0 Whisper example files.
