[Issue] SRE agent web UI is completely inaccessible/violates MAS during reflow

Per https://www.w3.org/WAI/WCAG21/Understanding/reflow.html a web application must be accessible at 320x256px. The SRE agent has non-dismissible message banners that fill the entire screen, making the app completely unusable.
