Summary
The
ubuntu-latestmigration to Ubuntu 26.04 broke the Linux ARM64 desktop dependency installation in release build 33236. Both attempts required 211 package downgrades and exited with APT code 100 before compilation.Pin Linux x64 and ARM64 desktop jobs to Ubuntu 24.04 in both the Azure release pipeline and GitHub PR validation, matching Chromium's build baseline. No downgrade flags or retries are added.
