Overview
Adds a new GitHub Actions workflow Node.js CI that runs on every push and pull request targeting main.

The job uses an ubuntu-latest runner with a matrix of Node 18.x, 20.x, and 22.x. Each matrix cell checks out the repo, sets up Node with npm cache, runs npm ci, optionally npm run build, and npm test.

This is separate from the existing agent-context-scoped validation workflow and applies the standard Node build/test pipeline at the repository root.
