OneBitScanCell::getScanInLocation()andgetScanOutLocation()call the non-staticsta::dbNetworkmethodsgetLibertyScanIn()andgetLibertyScanOut()without an object receiver, causing compilation to fail.Qualify both calls with the existing
db_network_member. The diff contains only the two receiver qualifications and formatting of the affected return statements.
