The theme filters the row actions out via CSS while Nextcloud decides whether to render the three-dot toggle from the Vue-level action count, so hiding downloads left a toggle opening an empty popover. Flag such pages from the listed nodes and hide the toggle. The folder share view keeps Rename, Move and Delete on a writable share, so it stays guarded by the write permissions; the single-file share view registers no write actions at all.
