Vipm toml migration (This is a test PR)

Summary

• Add VIPM TOML and lockfile dependency support across ApplyVIPC, Linux Docker, Windows Docker, and GitHub-hosted Windows build paths.
• Install and verify dependencies using vipm install and vipm lock --check.
• Add workflow to generate and upload vipm.lock as an artifact.
• Preserve backward compatibility with existing .vipc workflows.
