Cannot proceed until a named dependency resolves: an EU act, an upstream release, or a decision

Needs credentials, an account or a portal we do not have

Waiting on a third party to answer

Needs a registered legal entity before it can complete

Needs a lawyer's view, not an engineering decision

Waiting on a merge chain, a release, or an unpublished standard

Something isn't working

Changes or fixes to continuous integration, build workflows, or automated test pipelines

Regulatory/compliance correctness issue

Updates, additions, or upgrades to external packages, libraries, or project dependencies

Improvements or additions to documentation

This issue or pull request already exists

New feature or request

Standards conformance claims and the tests that back them

Access credentials, SD-JWT VC issuance and selective disclosure

Dated obligations: the calendar, daily notices and bundle updates

Running a node: persistence correctness, monitoring, install, update

Personal data kept out of passports and held where it can be erased

Product groups, passport content and the rules behind them

What a reader sees: resolver, public reads, data carriers, public page

EU registry loop: registration, transfers, handles, the local stand-in

Qualified seals, timestamps and trusted lists

Good for newcomers

Extra attention is needed

This doesn't seem right

Needs no CHANGELOG entry; the body says why on a 'No changelog:' line
