Moves org users with no activity (commits, PRs, issues, reviews, comments) across open-feature/* repos in the last 12 months (since 2025-10-08) to emeritus.

• adds them to the org emeritus team in org.yaml
• for those with workgroup roles, moves them from approvers/maintainers to emeritus in the relevant workgroup.yaml
• "Interested Parties" members are not included

This PR will be merged on Oct 16, EOD.

@agentgonzo At your request I've removed you entirely - emeritus is still a real "team" and you need to be a member of the org to be in it. Removing you completely is the only way to avoid being re-added every time this automation runs. Let me know if that's not OK.
