feat: allow providers to emit their own PROVIDER_READY/PROVIDER_ERROR events (spec v0.9.0) - #816

Conversation
* EmitsLifecycleEvents allows custom implementations of FeatureProviders to determine when they emit provider events (like PROVIDER_READY) to any event listeners. * This addresses a bug where, in some cases, the event(s) were emitted prematurely causing race conditions to manifest. * Set EmitsLifecycleEvents to true in the core MultiProvider Signed-off-by: Kyle Julian <38759683+kylejuliandev@users.noreply.github.com>

🔵 Needs a closer look
It changes core provider lifecycle/status semantics across Api/repository/MultiProvider and warrants final human verification despite added test coverage.
Pull request overview
Updates the OpenFeature .NET SDK to align with spec v0.9.0 by allowing providers to opt in to emitting their own PROVIDER_READY/PROVIDER_ERROR lifecycle events, suppressing the SDK’s synthetic lifecycle events in that case, and updating MultiProvider/tests accordingly.
Changes:
- Add
FeatureProvider.EmitsLifecycleEventsopt-in andFeatureProvider.OverridesInitialize()detection to decide when the SDK should suppress synthetic lifecycle events. - Suppress synthetic READY/ERROR emission in
Apiwhen the provider opts in and overridesInitializeAsync, and log a debug deprecation notice for legacy init-overriding providers that don’t opt in. - Update MultiProvider to opt in and suppress duplicate lifecycle events during initialization; add/adjust tests to validate the new behavior.

🟡 Changes recommended
MultiProvider’s child-provider event handling and tests currently rely on emitting an internal Event wrapper on provider event channels (and a new test has an inconsistent event read/assert pattern), which can hide real-world behavior and cause incorrect status/event propagation.
Once you've addressed the issues Copilot identified, you can request another Copilot review.

test/OpenFeature.Providers.MultiProvider.Tests/Utils/TestProvider.cs:122
- This test provider writes an internal
OpenFeature.Eventwrapper intoFeatureProvider.EventChannel. The SDK’s event pipeline (EventExecutor.ProcessFeatureProviderEventsAsyncin src/OpenFeature/EventExecutor.cs:228-234) only processes items of typeProviderEventPayloadcoming from a provider’s event channel; it ignoresEvent. UsingEventhere changes the contract being tested and can hide real-world issues because external providers cannot emitEvent(it’s internal). Consider emittingProviderEventPayloadon the channel and updating MultiProvider to consumeProviderEventPayloadfrom child providers.

🟢 Approval recommended
The behavioral changes are well-covered by new tests and align with spec v0.9.0, with only a minor spec-citation wording issue noted in tests.

test/OpenFeature.Tests/OpenFeatureEventTests.cs:587
- The spec reference on this test is incorrect: OpenFeature spec v0.9.0 section 2.8.5 states that the provider does not define an
initializefunction, and Conditional Requirement 2.8.5.1 covers treating such providers as READY from registration. The current description about graceful shutdown/disposal is unrelated and makes the test’s intent harder to trace back to the spec.

On the new opt-in, SetProviderAsync now returns as soon as InitializeAsync does, but status only updates later, when EventExecutor gets to the provider's event. That's the fundamental race again, and it doesn't satisfy 1.1.2.4 ("wait for initialize to terminate and its resulting lifecycle event to be processed").
I tested this manually.
Maybe a per-provider TaskCompletionSource, completed after UpdateProviderStatus handles READY/ERROR and awaited in InitProviderAsync? We'd also need to handle a provider that throws without emitting ERROR; IMO log a warning and fall back to ERROR.

I'd suggest doing the child event fixes separately. They're valid, but this is an important change and I'd like to keep things separated.

Can we make it explicit here (and in the public doc on EmitsLifecycleEvents) that this is opt-in for now, but providers will be required to emit their own lifecycle events in a future major version?

Summary
Aligns the SDK with OpenFeature spec v0.9.0 (Appendix E, 2.8). Previously the SDK synthesized
PROVIDER_READY/PROVIDER_ERRORafterInitializeAsyncreturned or threw. Providers that emit their own lifecycle events then collided with these synthetic events, producing duplicate events and inconsistent status - the first-partyMultiProvideralready double-emitted for exactly this reason.Fixes #799.
Changes
FeatureProvider.EmitsLifecycleEvents(defaultfalse). When a provider opts in, the SDK no longer emits synthetic lifecycle events and derives status solely from the provider's event stream (EventExecutor.UpdateProviderStatus).Api.AfterInitializationAsync/AfterErrorAsyncskip emission whenEmitsLifecycleEvents && OverridesInitialize(). Providers without aninitializefunction stay on the synthetic-READY path (spec Condition 2.8.5), so existing no-init providers (NoOp,InMemory) are unaffected.initialize, no marker) log aDebug-level message on registration. Kept atDebugbecause the audience is the provider's developer, not consuming applications.EmitsLifecycleEvents => true; it already emitted its own READY/ERROR fromInitializeAsync.Behavior matrix
InitializeAsync?NoOp/InMemoryMultiProvider/ newAlternative considered: marker interface
Instead of a virtual
boolproperty, the opt-in could have been a marker interface (e.g.IEmitLifecycleEvents) detected viaprovider is IEmitLifecycleEvents. It's purely additive and adds no member to the base class. We chose the virtual property because it matches the existing opt-in pattern onFeatureProvider(GetProviderHooks,InitializeAsync) and is more discoverable via IntelliSense for provider authors. Both are permitted by Appendix E ("interface, boolean property, or type-level tag").
