What changed in this PR
Prepares 1.3b0 releases for 13 GenAI instrumentation and utility packages with pending changelog fragments. This is release bookkeeping; it does not change instrumentation logic.
Changes:
- Removes
.devfrom the selected package versions. - Consolidates pending fragments into dated release notes and deletes the consumed fragments.
- Updates QwenPaw’s version in the root README.
