feat: enable Swedish docs and bounded locale onboarding

What Problem This Solves

Swedish source navigation and translation support from openclaw/openclaw#62063 also need publisher registration. A first single-page publishing canary would activate a locale without the homepage and getting-started page required by the site.

User Impact

Adds Svenska to the existing docs locale system, including Swedish homepage, navigation controls, community invitation, and table-of-contents text. Generated Swedish articles remain owned by the existing translation workflow.

Why This Change Was Made

Registers sv across the renderer, translation planner, artifact finalizer, manual selector, and incremental exclusions. A publishing canary includes only missing entry pages alongside its LINE sample, validates the site before committing, and refreshes language menus through the existing R2 publisher. Complete locales retain their single-page canary. New-locale publication requires main; branch diagnostics remain non-publishing.

Swedish is not published yet. Source changes must land and sync before Swedish publication. The bounded activation command is Translate Full on main, target_locale=sv, canary_only=true, with the default LINE sample. This does not start a full Swedish translation wave.

Evidence

• 138 Python test cases pass: 135 in the isolated source fixture; three environment-dependent cases passed on focused rerun with the real Git context or canonical temporary path. No assertions were skipped or weakened.
• 27 focused renderer, homepage-layout, and community tests pass on signed commit 7700f4272088941e621583d9f8454b2d6847c0da.
• Full make docs-check passes: 15,483 pages, 15,482 indexed articles across 21 existing locales, 63,064 R2 objects, and full shell/routing/skin/hidden-fixture smoke checks. The optional code-source index was empty because this isolated build had no external source checkout.
• All 19 pinned source-input hashes matched the reviewed commit before and after the full build. R2 manifest SHA-256: aeb99ffaf3ef3b764561e3a7732dcd33b300d68fc1abd6ae6a759301ea67c9e2.
• Docs Code CI, workflow shell checks, and CodeQL pass. This includes visual smoke and Chromium/WebKit community checks.
• All 52 translation-workflow shell blocks pass syntax validation; the existing six-batch concurrency budget is unchanged.
• JavaScript syntax, complete translation dictionary schemas, and git diff --check pass.
• Independent code and deployment-plan reviews found no blocker. Astra/high autoreview completed scoped-clean through P3.
• Live Swedish pages and their before/after proof remain gated on source sync and the bounded activation described above. Registration alone leaves an absent Swedish locale inactive.

Production delta: +57 lines for the locale data and bounded first-publication capability; documentation +1; tests +127. No generated docs, translation memory, navigation, or source metadata were edited.
