💡 What: Replaced the HashMap logic used for tracking blocks and execution nodes in the migration_snapshot_incompatibilities validation function with a flat Vec of tuples sorted by ID, utilizing binary_search_by_key for lookups.
🎯 Why: Constructing HashMaps dynamically introduces unnecessary heap allocations and hashing overhead in execution verification paths. Since the dataset is relatively small, bounded by tree size, a sorted Vec with binary search is functionally equivalent and eliminates the HashMap instantiation overhead.
📊 Impact: Avoids multiple HashMap memory allocations and O(N) hashing ops per snapshot check, resulting in measurable performance improvement during heavy execution loads.
🔬 Measurement: Engine tests evaluator::tests run and pass cleanly. Verification via cargo clippy and cargo test.

Replaced the `Index` HashMap used to build the block index map in `migration_snapshot_incompatibilities` with a pre-allocated flat `Vec`. Also replaced the `nodes` lookup HashMap with a flat Vec. Both now use `binary_search_by_key` for zero-allocation `O(log N)` queries on the validation hot path.
