feat: add optional user discovery in expense picker - #795
Adds ENABLE_USER_DISCOVERY (default false) for private instances. When enabled, the expense participant picker shows an “Other users” section containing users without shared expenses and hidden friends, including those removed after settling their balances. Deleted accounts and the current user are excluded, and the balance dashboard's friends list remains unchanged.
Discovery returns only id, name, and image; email addresses, banking identifiers, hidden-friend lists, and other private fields are excluded by an explicit Prisma select. Participant and payer types accept this minimal identity.
The flag is enforced on the authenticated API and documented in .env.example and the configuration guide. The picker supports filtering, selection, loading errors, and retry for discovered users.
All 4 discovery integration tests passed against a separate disposable local database, including a settled hidden friend, strangers, deleted users, disabled discovery, authentication, and an exact response assertion that excludes private fields.
TypeScript, changed-file formatting, and targeted lint passed.
Full-project lint terminated abnormally, likely due to memory exhaustion.
Summary by CodeRabbit
Summary
New Features
When enabled, user discovery adds an “Other users” section to the expense participant picker, including hidden friends and people without shared expenses. The current user and deleted accounts are excluded.
Search for and select discovered users to add them to an expense. Discovery does not add users to the balance dashboard.
Configuration
User discovery is off by default. It is intended for private instances where users may discover one another.
Adds an opt-in setting and protected query for discoverable users. The expense participant picker can search and select eligible users in a separate section. The change also narrows participant data to the fields used by expense flows.

Adds ENABLE_USER_DISCOVERY, which defaults to false. When enabled, the protected query excludes the current user, existing balance-view friends, and deleted users. Integration tests cover the disabled and enabled results, returned identity fields, and unauthenticated requests.
Defines Participant with a narrower set of user fields and uses it for expense participant state and selection. Adds a searchable “Other users” section and includes discovery query status in loading, error, retry, and empty-state handling. Tests cover filtering and selection.
oss-apps/split-pro#756: Updates the same picker’s empty-state logic, which this change also adjusts for discovery results.
oss-apps/split-pro#787: Adds the deletedAt field used to exclude deleted users from discovery and in participant objects.
oss-apps/split-pro#793: Changes balance-view friend visibility, which this query uses to identify existing friends.

Full details: Linked Issues check
Explanation
Linked issue #593 requests an admin flag that makes users on the instance discoverable, so users can add or remove friends without knowing exact usernames or emails. The issue has no further acceptance criteria. The PR covers this requirement in the expense participant picker:
Flag: ENABLE_USER_DISCOVERY is defined in src/env.ts with default false. The operator controls it at the instance level. It is not a per-user setting. The issue does not name a specific admin UI, so the environment variable is a reasonable reading of "admin-controlled".
Server query: getDiscoverableUsers in src/server/api/routers/user.ts returns [] when the flag is off. When the flag is on, it returns non-deleted users, excluding the current user and users already in the balance-view friends list. Hidden friends are not in the exclusion set, so they remain discoverable. The Prisma select returns only id, name, and image.
Client: SelectUserOrGroup.tsx loads the query, shows a separate "Other users" section, supports search filtering and selection, and includes discovery in load error handling, retry, and the empty-state check.
Tests: the PR reports integration tests for disabled discovery, hidden friends, strangers, deleted users, and authentication. The component test covers section display, filtering, and selection.
The PR does not add a separate friends-list or add/remove-friend screen. Selecting a discovered user in an expense adds that user to the expense participants, which is the existing friend-creation path in this app. This reading is an interpretation of the issue's broad wording. Removal of friends is not addressed by new code, but the issue does not specify a removal UI.
Full details: Out of Scope Changes check
Explanation
All changed areas support the discovery feature or its privacy constraints:
src/env.ts, .env.example, docs/CONFIGURATION.md: define and document ENABLE_USER_DISCOVERY.
public/locales/en/common.json: adds the actors.other_users label used by the new section.
src/server/api/routers/user.ts: adds the discovery query.
src/components/AddExpense/SelectUserOrGroup.tsx: renders discovered users in the picker.
src/store/addStore.ts: narrows Participant to id, name, image, optional email and deletedAt, and optional amount. The PR description states that participant and payer types accept this minimal identity, so discovered users fit the same type.
src/components/AddExpense/UserInput.tsx and src/pages/balances/[friendId].tsx: remove private fields from temporary participant objects. These edits follow from the narrower Participant type and keep private fields out of the picker data path.
src/tests/addMembers.test.tsx and src/tests/integration/userDiscovery.integration.test.ts: test the new behavior.
The balance dashboard friends list is not changed, as the PR description states. No change was found that is unrelated to discovery.

- Line 95: Update the discovery-list label handling around getDiscoverableUsers
so an empty string from displayName uses a translated placeholder. Keep the
discovery response limited to its existing fields; do not add email as a
