power.peer_jobs_on_battery now defaults to true, with
power.peer_jobs_min_battery_pct (30): at or below it, or with the charge
unknown, jobs from peers wait ("mac is on battery at 25%"). A machine reports
holds_peer_jobs to its peers; status and the window say the battery is low, and
placement uses such a peer only when no other machine can take the job.
