Replaces the counter/blog starter with a Dioxus project editor shell and selects web/WebAssembly as the initial supported platform. Pins Rust 1.90.0 and Dioxus 0.5.6, adds a reproducible Trunk build, and isolates the legacy desktop scaffolding outside the supported workspace.

The editor model has stable object IDs, embedded backgrounds, room/hotspot actions, inventory and dialogue definitions, strict versioned serialization, object-specific diagnostics, and undo/redo. Project files download as portable .pace-draft.json files; save also attempts a browser recovery copy. Unsupported versions, unknown fields and ambiguous IDs cannot replace the open project.

Core dependency blocker: pace_core at 6ccfd6ea60534f3c3312882458e1c83308a76b81 contains only empty modules and build templates. No versioned format, runtime API, or canonical fixture was available. This PR deliberately names its temporary contract pace-editor-draft v1. runtime.lock.json records the inspected revision and leaves the actual runtime revision null; it is not a runtime pin. Core-compatible save and runtime integration remain outstanding. See docs/core-integration.md.

Validation: six Rust integration tests passed for complete serialization/asset round trips, rejected imports, reference diagnostics, history, IDs and image import. The web target passes cargo check -p web_view --target wasm32-unknown-unknown.

First of three stacked draft PRs. Followed by room/hotspot tools, then dialogue/inventory and draft rehearsal.
