Quorum (w5404, Opus + agy) at 469ecb7: REQUEST_CHANGES, no seat. Operator rule 'end by 05:00Z' broken by needs: chains the checker misses (dogfood-nightly 21:05 -> 05:20Z; mutants-nightly 02:00 -> 05:05Z; nightly.yml 23:00 -> 06:00Z), and dogfood 21:05 no longer pairs with nightly.yml 23:00 (night job polls <=55 min).
