This PR fixes main-red from #5891, but #5907 (f9a4492) reverted #5891 at 03:41Z. This branch's merge-base (8e94579) predates the revert, so its green CI never ran against the reverted tree.

Row 67 now looks for a file that the revert removed. Since #5907 the original row (ci/sections.yml) is correct, so this PR should be held, or re-cut together with any re-land of #5891. A merge_group run would catch the failure, but it would cost a queue slot.
