Door unit rows 7+8 of handoff/emr-001/door-queue-2123Z.tsv (#5943 d12de36 = #5934 c887b3c, squashed once). Linear commit on main a12c69e; adds PMAT-5761 entry. Self-test: 8 cases ok. Gate-class guard: needs quorum + 2 non-author seats; not armed by me.
