MS-26473 PDMessages: drop the input-row override Codacy flagged

Follow-up to #231: fixes its one Codacy finding (Stylelint no-descending-specificity in PDMessages.razor.css).

The toolbar always sits above the text box when typing is permitted, so the text box's own top border and push to the bottom, and the override that removed them, are gone. The rule passes locally with stylelint 16. A headless Chrome render of the demo is unchanged: one 28px toolbar row, both corner-docked and full screen.
