Only report MissingDependency when git can't be found on PATH or there is no repository. Any other failure shows git's error output, or the exit code when git printed nothing.

Description:
When a git command fails in
--tiamode, Pest reports that git is missing even when it's installed. The usual case is Docker with a bind mounted project, where git refuses the repo because of dubious ownership. This keeps git's error output and shows it instead of
MissingDependency. A missing git binary and a directory that isn't a repo still behave as before.Added tests for the failing git cases.

Related to #1777. This covers the dubious ownership error from the comments there, not the fallback for running TIA without git.
