Translation of php/doc-en#6008, php/doc-en#5996, php/doc-en#6007 and php/doc-en#5989: adds the missing Errors sections and 8.0.0 changelog rows for the stream functions, count, dirname, php_uname, dgettext, dngettext, extract, array_multisort, base_convert and log, and the ValueError and instance return types for the enchant_broker_* functions. EN-Revision updated.
