Translation of php/doc-en#5987, php/doc-en#6014 and php/doc-en#6012: note that the object signature of session_set_save_handler() does not support named arguments, name PHP_INT_MIN in the numeric string conversion rules, and explain $count-- with its output in the static variables example.
