Adds the optional TableColumnRetirementStrategy capability and UnsupportedColumnRetirementException without changing the existing additive TableUpdateStrategy contract. Legacy adapters remain source-compatible and can decline destructive retirement support. Contract surface tests are complete and green; adapter behavior is intentionally implemented in separate repository PRs. Architecture: Named Table Column Retirement Contract (Source 9972)
