Upstream next-gen TiDB rejects local sort for index backfill. Reuse the test cluster MinIO bucket for global sort while retaining fast reorg and DXF, and fail setup if the storage URI cannot be configured.

The MinIO values used by integration tests contain no characters that need URI encoding, and other next-gen setup scripts already use them verbatim. Build the URI inline instead of spawning Python. Co-Authored-By: Claude Opus 5.5 (1M context) <noreply@anthropic.com>

What problem does this PR solve?
Issue Number: close #12907
Upstream next-gen TiDB rejects local sort for index backfill. DM next-gen integration tests start TiDB without a global-sort storage URI, so
handle_errorfails while replicatingALTER TABLE ... ADD PRIMARY KEYwith error 1235:add index or modify column with local sort. This is a test-environment adaptation, observed in #12885 (Jenkins build 99).
What is changed and how it works?
Configure
tidb_cloud_storage_uriduring non-TLS next-gen TiDB startup using the existing MinIO bucket and a dedicateddm-global-sort/prefix, with the MinIO provider. The URI is built inline from theMINIO_*variables exported byenv_variables, as the other next-gen setup scripts already use them verbatim. Fail setup if configuring the URI fails.Keep fast reorg and DXF enabled. Reapply the setting on normal TiDB restarts; TLS restarts reuse the value persisted in TiKV. Existing DDL integration cases exercise the adapted environment without changing their assertions.

Will it cause performance regression or break compatibility?
No production behavior changes. Only next-gen test setup changes to use the upstream-supported global-sort path. Classic setup is unchanged.
Do you need to update user documentation, design documentation or monitoring documentation?
No. This only adapts the integration-test environment.
