补齐前端门禁输出、分组及其文档/技能约定。\n\n- 统一状态行包含 group 与 mode，并支持 run-gate 指定稳定分组\n- locale 门禁归 localization，测试事实来源归 testing；聚合失败保留分组信息\n- 更新 CI runbook、治理 Skills 和格式/分组自测\n\n验证：\n- npm run preflight:changed\n- npm run check:test-fixture-sources（314 个测试文件及正反例）\n- npm run check:workflows\n- npm run check:docs\n- bash scripts/ci/test-gate-result-collection.sh\n- git diff --check\n\n未执行完整单测/E2E；本 PR 不改变业务逻辑。
