New CLI releases fail before qualification while the Azure US baseline is unpopulated and lacks an attestation. This change imports the populated baseline and attestation from the first-attempt ten-sample calibration, updates provenance tests, and advances the CLI version to
0.9.18; the hosted Azure EU profile remains unchanged.
