Fixes #814

Retries 429 and 5xx up to 3 times with exponential backoff, honoring Retry-After (capped at 10s). Other non-200 statuses return unexpected status: ... instead of a JSON parse error.

A small loop instead of retryablehttp-go: its default policy does not retry on status codes and it would replace the transport that proxy support sets.
