Fixes #1495

• Query types without an explicit handler (HTTPS, SVCB, CAA, SRV, PTR, etc.) now return NODATA with the apex SOA record in the AUTHORITY section, matching empty A/AAAA/CNAME responses from fix(dns): answer A/AAAA by question type, NODATA with SOA, NS at zone apex #1485.
  • Previously, the AUTHORITY section was empty. Per RFC 2308 §3 and §5, negative answers without an SOA are not cached negatively by clients, causing repeated queries (similar to the AAAA issue reported in DNS server answers AAAA queries with A records and per-name NS delegation (causes resolver retry loops / amplification) #1484).
• Extracted the apex SOA construction in resultFunction into appendNoDataSOA and added a default case in ServeDNS to attach the SOA to unhandled query types.
• Added TestDNSServerNoDataForUnservedTypes covering HTTPS, SVCB, CAA, and SRV query types (including multi-domain configurations).

Tested with:
