Before: docs/guides/developer/bart-fork.md describes syncing master by hand and carries the full rebase procedure.

After: the page says the fork's Upstream sync workflow fast-forwards master weekly and opens an issue when downstream needs rebasing. It links the procedure in the fork's .github/sync/README.md and states that the submodule pin means neither the workflow nor a rebase changes a bartorch build.

How: documentation only. This goes with pulserver/bart#4, which adds the workflow and the fork-side document; the link resolves once that PR merges. ./scripts/build_docs.sh builds without warnings.

master is now fast-forwarded weekly by pulserver/bart's Upstream sync
workflow, which opens an issue when downstream needs rebasing; the rebase
procedure lives beside the workflow in the fork.
