pythonGH-160400 and pythonGH-160519 fixed the same hz encoder bug and each added a NEWS entry for it. Keep one, in the pythongh-159739 entry.

GH-160400 (gh-159739) and GH-160519 (gh-160518) fixed the same
hzencoder bug, a lone~written when the output buffer filled mid-escape, and each added a NEWS entry. This keeps one entry, in the gh-159739 file, rewritten to say what users would notice for each of its fixes.
