Closes #403
Adds
pytr fund_details <ISIN> [--exchange EXCHANGE]for a concise fund/ETF metadata and quote snapshot. The command is deliberately bounded to two read-only WebSocket subscriptions: instrument metadata and one selected exchange ticker. It does not call account-wide, pre-trade, generic, or mutating APIs.
It validates ISINs before login, selects the first API-provided exchange by default, and returns metadata even if a ticker is unavailable. Output includes YTM, TER, NAV/date, duration, maturity, distribution policy, market cap, bid/ask/spread, raw quote timestamp, and quote status.
