Test PR from an external fork for qli-ci#39, targeting the throwaway poc/fork-pr-secrets-qli39 branch (not main). Adds attack.sh, which poc-check.yml will execute in the step that has no secret in scope, to see if the secret is reachable directly or via a PATH-hijacked curl invoked by the later step.
