P1 Badge Keep Babel core compatible with the Jest preset

Pin @babel/core to Babel 7 or migrate the Jest transform away from babel-preset-react-app: jest.config.js runs that preset through babel-jest, while the locked preset still installs Babel 7 plugins and requires @babel/core ^7.16.0. With the top-level core now at 8.0.1, Jest resolves Babel 8 for its transform and those plugins reject the Babel major, so yarn test fails before executing the UI tests.
