Partial delivery for COD-53 / CBG-PLAT-01/S02:

• Enable the existing bundled-windows-extensions feature by default in the root crate.
• Make the Windows x64 feature-enabled extension test fail instead of silently skipping missing JSON/FTS bytes.
• Document native-source prerequisites and explicit pending Windows qualification.
• Record the exact-scope approval and selected Community2022 VC redistribution licence route, with eligibility/terms and permitted-byte conditions.

Only the independent D05d feature/test/docs subset is implemented. NativeTarget/archive/runtime procurement/loading/installer/setup, dependency/ABI versions and asset bytes are unchanged. No numeric constants changed.

Full S02 implementation and A03/A04/fullA16 acceptance are NOT complete. Selected Community licence route does not invent installation/acceptance or permitted DLL source; exact licensed unmodified file supply/notices, final PE closure, controlled loader and pre-replacement real native probes still required. Real Windows11 desktop clean-archive and plain-Cargo source-install/default-byte execution with isolated cache/downloads disabled is pending. ServerCI or current feature-enabled native tests alone cannot satisfy these criteria.

No merge, package/release publication, deployment, service restart, other maintenance slice or milestone closure authorized. Maintainer retains aggregate closure. Existing user checkout changes preserved.
