ci: release candidates and stage publish

Summary

Introduces a dual config setup for release-please to allow for managing and stage publishing of release+candidates.

How it works

• Each conventional commit to main will be processed by release-please and maintain a Release Candidate PR.
• The merge of a RC PR will trigger npm-publish for that specific RC
• • Publishing of RC can be prevented by not approving the workflow run
• Once RC PR is merged - new Release PR is created
• New conventional commits landing after RC PR merge, will create a new RC PR with incremented version
• • A new RC PR will rewrite the Release PR to RC
• Merging the Release PR triggers npm-publish - publishing the package with latest version
