Well done on the progress so far. Please keep in mind that this is a documentation task, with a maximum of two file changes allowed. Since no functionality is being modified, regression tests are not required. Kindly ensure all changes remain within the Governance folder and align with the stated acceptance criteria.

Understood. I’ll keep the scope documentation-only, limited to two files maximum and entirely within Governance; I won’t run regression tests unless functionality changes. The existing communication norms document and its index entry already meet the stated criteria, and the Governance worktree is clean.
