[java] Release v0.1.0-alpha.1 - #1538

Attempt an initial release of the Java SDK. I've also had Codex draw up some release instructions (which it will mainly be following) and fix some details in our various `pom.xml` to make a release possible.

Prepare the first Java release at
0.1.0-alpha.1, updating the Maven modules, CLI checks, adapter metadata, examples, and changelog together.Add the publication metadata and Javadoc artifacts required by Maven Central, Bouncy Castle signing without GnuPG executables, and a Central publishing profile that defaults to building a local bundle. Publish the parent, library, and CLI together; exclude the development conformance adapter. Document the executable release procedure, including manual publication after validation.
Validation:
make lint/java test/java/sqlite check/java/packagepassed, including all 513 SQLite and CLI tests.make check/java/release MVN='mvn -DskipTests'passed after the test run, using a disposable signing key with uploads disabled. Verified all 10 artifact signatures and 40 checksums for0.1.0-alpha.1.The release has not been tagged or published. Maintainer signing and Central publication follow review and merge.
