New rr get-grpc-tools downloads buf, protoc and protoc-gen-php-grpc (everything buf generate needs) into --location (the current directory by default), honouring --os, --arch, --stability; --buf (default ^1), --protoc and --plugin (default: the RoadRunner line, as for download-protoc-binary) override the versions.
Existing binaries are not asked about: a buf/protoc whose --version satisfies the constraint stays, otherwise it is replaced; protoc-gen-php-grpc has no version command and is downloaded on every run.
download-protoc-binary keeps working, prints a deprecation warning and is marked deprecated in the README; get is now an explicit alias of get-binary, since as an abbreviation it became ambiguous with get-grpc-tools.
How it works
protoc follows the protobuf runtime: since protobuf 21 the PHP runtime minor is the protoc major (4.33 → ^33.0, 5.36 → ^36.0); up to 3.20 both shared one version (~3.20.0). The decision is printed, e.g. google/protobuf v5.36.2 -> protoc ^36.0.
The runtime is ext-protobuf of the PHP running rr, else google/protobuf from vendor/composer/installed.json of the project found up from the working directory (COMPOSER, vendor-dir, COMPOSER_VENDOR_DIR honoured), else — only when there is no project at all — Composer\InstalledVersions of the running installation. A project with composer.json but no installed.json gets a warning, as does an extension and a package that need different protoc majors.
No runtime or an unparsable version → a warning, and any installed protoc stays or the latest is installed; a derived constraint with no matching release fails the command with a hint to --protoc=<constraint>, while the other tools are still installed.
Review notes
protoc 21.x reports itself as libprotoc 3.21.x (22+ prints 22.0), so runtime 3.21 maps to ^21.0 || ~3.21.0: the first part picks the v21.x release, the second lets DLoad recognise an installed binary. There are v3.21+ git tags but no such releases, so it cannot pick a wrong one.
ext-protobuf goes first because a loaded extension defines the Google\Protobuf classes and the package is never autoloaded.
The calendar <2000 bound and the * → >=3.0 mapping apply only to rr and protoc-gen-php-grpc; otherwise --buf=* would have become >=3.0. With RR_GITHUB_API_URL pointing at GitHub Enterprise, buf and protoc are taken from that server too.
Checklist
How was this tested:
Tested manually against the real GitHub on Windows (ef07356): with ext-protobuf 4.33.1 it installed buf 1.75.0, protoc 33.6 and protoc-gen-php-grpc 3.0.1; a rerun kept buf and protoc and reinstalled the plugin; from a proto/ subdirectory of a project on google/protobuf v5.36.2 it warned about the mismatch; --protoc replaced the installed protoc; --os=darwin|linux --arch=arm64 picked the osx-aarch_64/linux-aarch_64 protoc and the matching buf and plugin
Unit tests added
Acceptance scenarios added (fake GitHub serves protobuf and the full real buf asset list; Linux, Windows and macOS arm64)

Summary by CodeRabbit
New Features
Added get-grpc-tools to install or update buf, protoc, and the PHP gRPC plugin. It selects a compatible protoc version based on detected protobuf runtimes, with version options and a warning-based fallback when runtime information is unavailable.
Existing binaries are preserved unless you confirm an overwrite.
Added the get alias for the binary download command.
Documentation
Added gRPC tool installation guidance, version defaults, options, and download requirements.
Marked download-protoc-binary as deprecated and directed users to get-grpc-tools.
docs: deprecate download-protoc-binary in favour of get-grpc-tools
`buf generate` needs buf, protoc and protoc-gen-php-grpc, and protoc has to match the protobuf runtime: since protobuf 21 the PHP runtime minor is the protoc major. The command derives the protoc constraint from google/protobuf installed in the project (read from the project's own installed.php, so a global or PHAR installation of this tool still sees it), then from ext-protobuf, and falls back to the latest protoc with a warning.
`get` becomes an explicit alias of get-binary: as an abbreviation it would now be ambiguous. Wildcards and unbounded constraints get the calendar bound only for the RoadRunner software, so `--buf=*` is not turned into `>=3.0`.

The CLI adds get-grpc-tools to install Buf, Protoc, and the PHP gRPC plugin. It selects Protoc constraints from detected protobuf runtimes or explicit options. DLoad gains Buf and Protoc support, and the README documents the command and deprecated alternative.

Summary
Detect protobuf runtime and derive Protoc constraints src/Internal/Environment/ProtobufRuntime.php, tests/Unit/Internal/Environment/ProtobufRuntimeTest.php
Runtime detection checks the PHP extension and Composer metadata. Supported runtime versions produce a Protoc constraint.
Add Buf and Protoc download support src/Internal/Downloader/DLoadDownloader.php, tests/Unit/Internal/Downloader/DLoadDownloaderTest.php, tests/Acceptance/Server/*, tests/Acceptance/VersionsTest.php, composer.json
DLoad adds Buf and Protoc repository support and applies calendar-version bounds only to RoadRunner software. Acceptance fixtures and downloader tests cover the added release sources and archives. The internal/dload constraint changes to ^1.19.1.

An empty value turned into `*`, so `--plugin=` left the RoadRunner line and `--buf=` pulled buf 2.x.

A loaded ext-protobuf defines the Google\Protobuf classes, so the google/protobuf package is never autoloaded and protoc has to follow the extension. The project is found as Composer finds it: the nearest directory up with the manifest named by `COMPOSER`, so the command also works from a subdirectory such as `proto/`. The acceptance tests that rely on the project's google/protobuf skip when the extension is loaded.
Assisted-By: Claude Opus 5.5 <noreply@anthropic.com>
The buf fixture listed only the archives, while real releases also ship bare binaries, protoc-gen-buf-* plugins and checksums, so the asset selection among them was untested.

fix: read the project's installed.json instead of including installed.php
fix: keep an installed protoc 21, which reports itself as 3.21
fix: ignore the running installation for a project that is not installed yet
refactor: declare the --buf and --plugin defaults once
The overwrite prompt defaulted to "no" without interaction, so a stale protoc stayed in place in CI; DLoad already compares the installed binary's --version with the constraint. Reading installed.json avoids running PHP from a directory found up the tree just to get a version string.

Document the Composer metadata lookup behavior.
The implementation honors COMPOSER, Composer config.vendor-dir, and COMPOSER_VENDOR_DIR. If a project manifest exists without the configured composer/installed.json, the command warns and does not fall back to the CLI installation. Add this behavior to prevent users from expecting a derived protoc constraint when project metadata is absent. (raw.githubusercontent.com)

Make binary retention target-aware.
force: false retains any version-satisfying executable at the configured path. DLoad does not compare the executable architecture with --arch.
Comparing the requested target with the host does not solve this. It detects only a host-target difference. It does not inspect the existing executable. It can force a download when the existing executable already matches the requested target, and it cannot prevent retention of a different-architecture executable that runs through emulation.
Use normalized DLoad OS and architecture values, and make the retention key target-aware. Retain the existing executable only when its target matches the requested target. A target-specific cache path or equivalent target metadata is required; the current DLoadDownloader::download() API does not expose a safe one-line force correction.
