Adds rtcStats to the Monitoring subsection: an open-source WebRTC observability and debugging toolkit (getStats + API-trace capture, session analysis, quality metrics), with a hosted option at rtcstats.com. The section has SIP/RTP monitors but no WebRTC-observability entry yet.
