Bump to 1.3.0 (build 8) and add release notes for the changes since 1.2.1: the preview zoom control (#38) and horizontal scrolling (#39), and CeolKit 1.5.0 -> 1.9.0, which draws chord symbols and annotations, keeps quoted text before grace groups and non-chord quoted text, brackets mid-measure variant endings from their note, scopes tune-header directives and %%footer to their tune, applies a file-level %%score/%%staves to every tune, lets %%landscape change orientation at a %%newpage, and adds %%ceolkit:label. Minor rather than patch: zoom and chord-symbol/annotation drawing are new capability. The notes leave out CeolKit's renderDocument API and the pt units on the SVG root (1.6.1), which the app handles internally, and the appcast script fix (#36), which users can't see. Signed Release build verified as 1.3.0 (build 8); test suite green at 122 tests in 15 suites, up from 88 in 10 with the new preview tests. Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>
