Bump to 1.4.0 (build 9) and add release notes for the changes since 1.3.0: the custom About window with its Credits window (#29), the ABC 2.2 standard in the Help menu (#30), and CeolKit 1.9.0 -> 1.9.1, which attaches stems, flags and beams at the SMuFL anchors so their joins no longer step. Minor rather than patch: the About/Credits and ABC standard windows are new capability. The notes leave out the dropped direct CocoaLumberjack declaration (it still resolves transitively, now 3.10.0) and the dropped swift-snapshot-testing declaration, which users can't see. LICENSES.md was regenerated and is already current. Signed Release build verified as 1.4.0 (build 9); test suite green at 122 tests in 15 suites, unchanged from 1.3.0. The notes leave out dependency housekeeping users can't see: the direct CocoaLumberjack declaration was dropped (it still resolves transitively, now 3.10.0), and so was the swift-snapshot-testing declaration.
