Adds Chamber Verify at the end of Static Analysis.

uses: abm9111/chamber@v0.1.3— that ingests a repo's docs (optionally indexes code), and fails the build when a documentation claim's pinned source passages no longer say what they said (hash comparison; no model, no network). The action runs its own checked-out source, so there is no install step, and the repo's own CI runs the action against its own docs on every push.Disclosure: this PR was prepared by the author's Claude Code session at the author's request (they are a non-native English speaker).
