Adds Chamber Verify at the end of Static Analysis.

uses: abm9111/chamber@v0.1.3— that ingests a repo's docs (optionally indexes code), and fails the build when a documentation claim's pinned source passages no longer say what they said (hash comparison; no model, no network).
