Prepares the 0.14.2 release. Everything merged since 0.14.1 ships in it. There are no library code changes in this PR.

• streaming/_version.py: changed from 0.14.1 to 0.14.2, so a v0.14.2 tag passes the release workflow's version check.
• CHANGELOG.md: the Unreleased section becomes 0.14.2 (2026-10-23). It gains a short summary and an instruction to uninstall mosaicml-streaming before installing. It also gains a Docs entry for Restructure the README #46 (the README restructure), which merged after the v0.14.1 tag and was missing. Fixes Fix forked DataLoader workers hanging after the parent iterated the dataset #48, Raise a failed download thread's error from iteration and reject a cache_limit that local-only shards would fill #49, Close prefix-lookup shared memory probes and reset a shard's state when its download fails #54, Delete a shard file that fails its checksum so the retry downloads it again #56, Use a stream smaller than num_canonical_nodes unshuffled instead of failing the epoch #57 and Leave out a stream that cannot fill one batch instead of failing the epoch #58, and docs Restructure the README #46, Add the social preview card and Open Graph tags so shared repository and docs links show a project card #47 and Point the torchmetrics intersphinx inventory at its new address #55, are all listed.

Checked locally:

• uv build produces streaming_community-0.14.2-py3-none-any.whl and .tar.gz, and twine check --strict passes on both.
• The pre-commit hooks pass on the changed files, apart from the 9 pyright errors that are already on main.

Draft text for the GitHub release, to create from the changelog after the tag:

Fixes for shared memory, shard downloads, DataLoader workers and per-stream batching. The public API, shard formats, index.json and state_dict keys are unchanged.

If mosaicml-streaming is installed, uninstall it first. Both distributions install the same streaming package, so whichever is installed last overwrites the other's files, and uninstalling one later deletes files the other needs.

• DataLoader workers started with fork after the parent iterated the dataset no longer hang (Fix forked DataLoader workers hanging after the parent iterated the dataset #48).
• A failed download thread's error is raised from iteration instead of ending the epoch early or hanging (Raise a failed download thread's error from iteration and reject a cache_limit that local-only shards would fill #49).
• Shared memory probes are closed instead of being held until the process exits, and a failed download or decompression no longer leaves a shard stuck in PREPARING (Close prefix-lookup shared memory probes and reset a shard's state when its download fails #54).
• A shard file that fails its checksum is deleted and downloaded again instead of being reused (Delete a shard file that fails its checksum so the retry downloads it again #56).
• Small streams no longer fail per_stream, stratified or device_per_stream batching (Use a stream smaller than num_canonical_nodes unshuffled instead of failing the epoch #57, Leave out a stream that cannot fill one batch instead of failing the epoch #58).
