docs(adr-0137): accept, correcting its auto-download premise - #404

The draft said favourites auto-download followed the profile's server-side setting and rejected making it device-local. ADR-0029 point 4 had already moved it to the device on 2026-08-05 (familiar #99, familiar-apple #71). Point 1 now names the device-local setting and the seed it must mark done; the strawman alternative is replaced with a real one; Context records the correction. Adds the five-slice build order. Supersedes ADR-0137 point 5 (a share of free space) with the owner's rule: each server/profile pair gets its own storage and an 8 GB budget covering kept and cached tracks, on phone and Mac alike; explicit downloads stay outside it.
