docs(adr-0151,adr-0152): smart playlists and screen-scoped search on the phone (proposed)

Two proposed ADRs from using the phone while travelling (2026-10-07). Each needs accepting on its own before its code is built.

ADR-0151: The Phone Makes and Edits Smart Playlists. Supersedes ADR-0013 point 2, for playlists only.

• Since familiar-apple Correct the audio-feature instructions — wrong on both counts #119 (2026-08-15) the phone has edited smart playlist rules, and renamed, reordered and deleted playlists, with no ADR.
• It still can't create a smart playlist, and its empty state sends you to the Mac.
• This records Correct the audio-feature instructions — wrong on both counts #119's editing, adds "New Smart Playlist" plus Refresh and Delete on the phone, and keeps every server-facing surface off it.

ADR-0152: On the Phone, Search Belongs to the Screen. Supersedes ADR-0061 points 1 and 2.

• The Search tab searches tracks only.
• The Artists, Albums and Tracks screens already have a field scoped to what they show, but iOS puts it at the bottom, where it went unnoticed.
• This removes the Search tab and puts each screen's field at the top, always visible.
• The Alternatives section weighs a search-everything tab against this, and explains why that is left for later.

Every line number cited was checked against familiar-apple main at the time of writing. make adr-index was regenerated, and scripts/check_docs.py passes.
