Summary

Replace direct Homebrew/actions/setup-homebrew calls with shopsmart/bd-actions/setup-homebrew
Fold brew bundle install / brew install <packages> steps into the action's brewfile / packages inputs
Why: the upstream action ships a new release weekly, which meant a Dependabot PR to merge in every repo. bd-actions now pins it in one place, and since those bumps are patch releases, @v1 picks them up without a PR here.

Depends on shopsmart/bd-actions#28. This currently points at the feat/setup-homebrew branch; it will be switched to @v1 once that PR is merged and released.

Pinning Homebrew/actions/setup-homebrew in every repo means a Dependabot
PR to merge each week. bd-actions now wraps it, so the pin is bumped once
there and picked up via @v1. Brewfile and package installs move into the
action's brewfile/packages inputs.

Closing: this is a public repo, and shopsmart/bd-actions is only usable from private repos in the org, so this repo stays on Homebrew/actions/setup-homebrew.
